Member Code of Conduct

1: In order to uphold the goals of FYR and ensure that all participants have the benefit of a safe and fun learning environment, all parents, guardians and other adults and attendees of FYR events, including but not limited to practices, competitions, and banquets, must behave accordingly and in a respectful, courteous, and sportsmanlike manner at all times.

2: Any adult who is using alcohol, non-prescription drugs and/or appears intoxicated at a FYR event, and/or who is flagrantly rude, attempts to intimidate, verbally abuse, heckles, taunts, ridicules, boos, throws objects and/or uses vulgarity or profane language/gestures with an official, coach, volunteer, staff member, participant or other event attendee, will be removed from the event and such action considered a verbal warning. This is also to be considered the first warning leading to removal of the athlete from the program.

3: Based on the severity of the infraction stated above, FYR board of directors may issue a written warning to the athlete and athlete's family. Any adult who commits one or more of the above stated offenses a second time, will be banned from any and all FYR events for a minimum period of one year from the date of the second offense, and their children may also be removed from the program(s) for that time period.
4: Any adult who physically or verbally assaults an official, coach, volunteer, staff member or participant or threatens grave bodily harm may be banned from any and all FYR events at minimum for one year from the date of the offense, and their children may also be removed from any and all FYR programs for that same period of time. After the ban has expired, if the individual commits another offense of the adult code of conduct, the individual will be permanently banned from any and all FYR events and the individual!s children may also be permanently removed from any Fallbrook rugby programs.
5: FYR reserves the right to suspend and/or remove any individuals from the program or its events in order to ensure the safety of its members and uphold its mission.

All FYR volunteers, participants, and players will abide by a Code of Conduct which includes the following provisions. If any of these rules are broken, FYR, SCYR, and USARugby shall have the authority to impose a penalty including permanent removal from the program.

Members shall:
1: Not smoke, vape and/or use smokeless tobacco on the field.
2: Not criticize other players, coaches, or participants in front of spectators, but reserve constructive criticism for later, in private, or in the presence of team members if others might benefit.
3: Accept decisions of the referees on the field and in competitions as being fair and called to the best ability of said officials.
4: Not criticize an opposing team, its players, coaches, or fans by word of mouth or by gesture.

5: Not engage in excessive sideline coaching and shall not leave the bench area to shout instructions from the sidelines.
6: Emphasize that good athletes strive to be good students and that both are physically and

mentally alert.
7: Strive to make every activity serve as a training ground for life, and a basis for good mental and physical health.
8: Emphasize that winning is the result of good teamwork.

SCYR Coach Code of Conduct


  1. Each Coach shall maintain a current USA Rugby (USAR) CIPP Registration Number and be properly and currently certified through the USAR Coach Certification Program and be in good standing with SCYR and USAR (current Background Check, SafeSport, etc.). 
  2. The Head Coach for each Team is responsible for the attitude, conduct and sportsmanship of his/her Coaches, Administrators, Field Officials, Volunteers, Players and Spectators. This is not a legal responsibility, but a leadership and conduct responsibility. Southern California Youth Rugby takes a Zero Tolerance to Violence and Harassment and expects that the Clubs and Coaches adhere to this principle.
  3. The Head Coach shall ensure the Team’s Coaches, Players, Volunteers and Spectators do not engage in bantering or questioning of the Referee’s call, or harassment of opposing players. Failure to meet this requirement may be reported to the Disciplinary Chair or SCYR Executive Director by the Referee or an opposing Coach.
  4. It is the responsibility of the Home Team Head Coach to assure that a pre-match meeting takes place with the Visiting Coach and the Referee to discuss field requirements, rosters and complete match report checklist. Failure to have a meeting to complete the match report pre-game will result in forfeiture of the match.
  5. After each match, the Home Team must submit the applicable signed match reports to SCYR.
  6. Coaches will abide by the principals of the Positive Coaching Alliance® Double-Goal Coaching program.


*FYR also enforces that all coaches shall ensure that equal opportunity for participation is made available to all children and require a personal commitment to keep yourself informed of current and safe coaching techniques, officiating principles, and  basics of growth and development of children so that coaching techniques are appropriate for the age group taught.

FYR reserves the right to ask any adult participant, spectator, club member, parent, coach, volunteer, and affiliates to leave the premises of any club activity or event if their behavior is not consistent with the above Code of Conduct.

Sideline Requirements

  1. Any Coach, Player, Administrator, Field Official or Spectator acting in a menacing, harassing or belligerent manner, or using foul, provocative or inciting language, or enters the field in a menacing manner will be subject to immediate sanctions as determined by the Referee, such as removal from the playing enclosure. As well, the Head Coach can be issued a Yellow or Red Card. Clubs not taking immediate steps to enforce such a ban or disassociation are subject to further sanctions or disassociation from SCYR.
  2. A Coach, sidelined Player, Administrator, Field Official or Spectator may not enter the field in a menacing manner.


Club Requirements

  1. All Clubs must agree to follow this Southern California Youth Rugby Code of Conduct. It is the Club President’s responsibility to ensure that his/her Coaches, Administrators, Field Officials, Volunteers and Players have read and understand their obligations under this Code. It is also the Head Coaches responsibility to inform his/her Spectators of the general rules and requirements of this Code.
  2. SCYR has a Zero Tolerance to Harassment or Abuse by Coach to Player, Player to Player, or Coach/Player/Spectator to Referee or Opposing Spectators. Any abuse/harassment that occurs should be reported to the SCYR Disciplinary Chair or Executive Director.  
  3. SCYR has a Zero Tolerance to Drugs, Alcohol and Tobacco. No alcohol, tobacco, marijuana and/or illegal substance consumption at practices and during the matches by Coaches, Players, Volunteers or Spectators.
  4. All Players must be properly registered through SCYR and thus USA Rugby.
  5. For all SCYR Sanctioned Events, each Team shall maintain a copy of their match or event specific SCYR Match Roster, Match Result and Player Pictures forms at the field of play.
  6. All Team Rosters must be entered into the registration system no less than 12 hours prior to the Match Time.
  7. No Player shall compete in any SCYR Sanctioned Event unless they are properly registered, are in good standing, and are listed on the specific match or event SCYR Match Roster and are shown on the Player Picture form.
  8. Any Team that allows an ineligible Player or Coach to participate in a Southern California Youth Rugby Sanctioned Event shall be suspended indefinitely pending an audit. The suspension and audit may apply to other teams in the club. The team(s) or club will remain suspended until the audit is complete and SCYR approves reinstatement. Audits may take several weeks or longer. Multiple violations may result in permanent bans.
  9. ALL SCYR Clubs are REQUIRED to have 100% compliance with player registration, uploading of head shots, and school documents.
  10. SCYR will strive to assign a Certified Athletic Trainer to every match. If SCYR is not able to assign an ATC, clubs are required to have suitably trained medical personnel on site for their game. The minimum medical personnel requirement is a certified first responder or Certified Athletic Trainer with current year credentials from the California Athletic Trainers Organization. All medical personnel must have current First Aid, CPR, and AED certifications.
